Current Status of Protection and Advocacy System; Building Effective
PAIMI–PAC Relationships
Federal law requires each Protection and Advocacy (P&A) system to establish a
PAIMI Advisory Council (PAC) that can: (1) provide independent advice and
recommendations, (2) work jointly with the governing authority on policies and
priorities, and (3) submit a section of the annual report. This presentation
explores how one P&A ensures its PAC has the structure, information, and
support it needs to carry out these responsibilities

About the Presenter

Mark Joyce is an attorney and the PAIMI Program Director at Disability Rights Maine, the
designated Protection and Advocacy agency for the state of Maine. Since joining DRM in 2001,
he has practiced exclusively in the area of mental health law and has litigated cases at every
level of Maine’s court system to uphold the rights of individuals with psychiatric labels. His
recent work includes a case establishing the right to court-appointed counsel for individuals held
in emergency departments under the states involuntary commitment laws.

Named after celebrated human rights activist Judi Chamberlin, Judi’s Room is a free
event presented jointly by MindFreedom International (MFI) and I Love You, Lead On to
facilitate opportunities for ongoing cross-disability dialogue. It typically begins with a
presentation by one or more expert panelists followed by an open public discussion.
